
Hey, neighbour!
Over the past week council has heard from (literally) hundreds of Calgarians during the public hearing on citywide rezoning. From 9:30 a.m. to often past 9:30 p.m. at night, my council colleagues and I have listened and learnt from the presentations and questions we had an opportunity to ask.
I want to give a special shout out to the community association representatives from Ward 4 that took the time to come to speak. Their thoughtful comments have helped me work towards the way I intend to vote and the next steps I expect to take. For me, the most persuasive arguments have come from community members who have worked with their community association on what they want to see in their neighbourhoods.
As soon as this public hearing is complete, I will be advocating for local area plans to become a City administration focus for Ward 4. I believe that these are fundamental documents that allow neighbours to have direct input on where they want to see development in their neighbourhood, and are essential for me when applicants come before council asking for land use changes.
I look forward to sharing how more voices are heard and how we better respect the local knowledge of neighbours in the planning process in newsletter issues to come.

We're close to complete, but the planned shutdown of Bearspaw South Feeder Main continues so that essential reinforcement work can take place on six segments of pipe. As a result, should expect four weeks of restrictions on outdoor water use from March 9 onwards.

Over the past week the work of the Ward 4 office has been focused on the public hearing on citywide rezoning. Cllr. Kelly has attended each of the public hearing days in person in council chambers to hear directly from neighbours. Ward 4 staff have been answering questions and collating submissions from neighbours on the hearings for Cllr. Kelly to review.
The Ward 4 team has continued to communicate with community associations in order to arrange meetings on traffic concerns and community safety once the hearings are complete.
Cllr. Kelly was quoted this week by CBC Calgary and LiveWire Calgary on his stance that the public hearings were direct democracy for Calgarians wishing to have their say. The Ward 4 team analysis of stances of submitters was referenced by CBC Calgary and the Western Standard. Cllr. Kelly was also quoted by CityNews Calgary saying that the challenge during the hearing was to balance public opinion.
This week the Government of Alberta announced plans to introduce provincial legislation for codes of conduct for municipal councils. Cllr. Kelly was quoted by LiveWire Calgary saying he was in favour of a code of conduct for councils, but awaited more details from the government on their plans.

Council will tentatively be holding a Regular Meeting of Council on Tuesday, March 31, where they will receive the City Auditor's Annual Report, a Green Line LRT update, the City of Calgary Quarterly Report for the 2025 year-end, intergovernmental updates, reserve bids for the 2026 Real Estate Public Auction, progress on the 10-year capital plan for the City, updates on poplar tree and sidewalk repairs, and audits of the climate and energy program, business licences, and data governance.
Cllr. Kelly's motion to increase transparency by having an annual municipal-provincial fiscal gap report will also be heard during the regular meeting of council, along with the interregional pathway motion from Cllr. Yule that he cosponsored. Council will also decide on local improvement projects. Other motions include implementation of industrial tax incentives, providing council direction on the City Building Program, and establishing an executive compensation disclosure bylaw.
Council will also review growth applications for Glacier Ridge, Belvedere, and Providence.
On April 1, the Community Development Committee will be meeting to receive the emergency management and community safety annual report, the Calgary Police Service annual report, the Calgary Fire Department annual report, and an update to the water utility bylaw.

Ward 4 neighbours will have the opportunity over the next several weeks to provide their input on the City of Calgary's 2027-2030 business plans and budgets. Until April 15, anyone interested in providing their feedback can do so online at through the City's engagement portal or at numerous pop up events.

Kids Easter Egg Hunt at the Triwood Community Association
Kids between the ages of 0 and 12 can sign up for free (but registration is required) for a free Easter egg hunt at the Triwood community association on March 29. Age groups are staggered by time. For more details see the community association's website.
North Haven Community Association Easter Egg Hunt
On April 5, North Haven Community Association members and guests can take part in an Easter egg hunt.
