Hey, neighbour!
In just over a week the public hearing on citywide rezoning is set to begin on Monday, March 23. Over the past several months since this process began to change the land use bylaw in December, my team and I have received hundreds of emails, web form submissions, and even handwritten letters. Each of these has been essential to helping me work towards a decision that benefits the current and long-term needs of neighbours.
On March 23, I want everyone who is able to speak in front of council, either in person or by phone, to do so. This is your opportunity to ensure that the Mayor and Councillors (including me) hear you on this topic in person and on the corporate record.
However, if you want to submit written comments to be entered as part of the public hearing, you have only a few short days left to do so. Those written submissions must be received no later than noon on Monday, March 16 by the City Clerks. This ensures that Clerks have time to compile those submissions for council and for the public.
Over the next several months there will be other major decisions to be made by council including the four-year budget. I want to encourage every neighbour to continue to write me on these topics, but also to take the opportunity to fill out engagement surveys from the City of Calgary. With your feedback and thoughts I can continue to work towards making Ward 4 the best ward in Calgary.

Starting this week there was be a planned shut down of Bearspaw South Feeder Main so that essential reinforcement work can take place on six segments of pipe. As a result there will be four weeks of restrictions on outdoor water use from March 9 onwards.

Over the past week Cllr. Kelly and the Ward 4 team took part in meetings with civic partners and City of Calgary business unit leaders. On Monday, Cllr. Kelly had the opportunity to meet with the Calgary Stampede and the Wilder Institute/Calgary Zoo on their plans for capital improvements that will add to recreational and tourism opportunities for Calgarians and visitors.
Cllr. Kelly had the opportunity to meet his number one fan, a five-year-old from Winston Heights-Mountview, and her parents to help foster her love of volunteering and public service. Cllr. Kelly also invited former Ward 4 Councillor Gael MacLeod to view her old office during her visit to City Hall to discuss The Confluence.
The Ward 4 team and Cllr. Kelly met with city planners ahead of the upcoming citywide rezoning hearing. Ward 4 Partnership Lead Rukhsaar Daya continued with her work to engage with community associations on the topic of land use zoning. On Monday and Friday, Cllr. Kelly met with Calgary Transit on the Route Ahead 30 year plan for transit service in Calgary, and to take site tours of Calgary Transit facilities.
Cllr. Kelly supported KidSport to provide recreational and sporting opportunities for children in need through the 8th annual Cowboys Wing Off charity event, continuing his work to find ways of creating equitable access to recreation for all Calgarians. He also attended the annual She Governs event at Calgary City Hall to support future women leaders choosing municipal politics.
This week Cllr. Kelly was quoted by Global News, LiveWire Calgary and Postmedia for his criticism of the priorities document prepared by City administration ahead of the four-year budget for not going deep enough to address the needs of Ward 4 neighbours.
He was quoted in the Sprawl regarding the special tax bylaw debate that allows community associations to collect levies to be used towards community priorities such as snow removal or summer beautification.
The motion Cllr. Kelly cosponsored with Cllr. Yule on creating an intermunicipal pathway system from Calgary to Airdrie received coverage in the Airdrie City View and in DiscoverAirdrie.

On Monday, March 16, the regular meeting of the Infrastructure Planning Committee will resume. Members will hear a progress update on the City's 10-year capital infrastructure plan, park maintenance levels of service, and update from the accelerated poplar tree replacement and sidewalk repair program. Members will also receive a quartetly briefing on the effects of rezoning on Calgary's housing supply and an update on the City's utility infrastructure capacity for water for established and growth communities.
On Tuesday, March 17, council will be holding a Public Hearing Meeting of Council to address land use changes in wards 1, 6, 8, 9, 10 and 11. Council will receive an update from City administration on the transformation of Calgary's water delivery service and will be asked to approve an increase in capital budget and borrowing towards that transformation. Elections Calgary will also be providing a briefing to council on non-compliance with campaign disclosures. You can see Cllr. On Thursday, March 19, Audit Committee will be meeting on the topics of the annual City administration code of conduct update, climate data audit, climate and energy program audit, business licenses audit, data governance audit, and to hear ENMAX's 2025 annual report. Members will get an update on the 2025 annual financial report and will be hearing from the City's external auditor as well as the City Auditor.

Under the Municipal Governance Act (MGA) every land use change that occurs in Calgary requires that City Council hear from members of the public and consider their input before a vote is cast.
The deadline to have your written comments included in the agenda for the citywide rezoning public hearings occurring on March 23, is noon on March 16, 2026. Submit your comments at www.calgary.ca/publicsubmissions.
