Hey, neighbour!
With public hearings on citywide rezoning beginning on Monday, we’re likely to see what may become Calgary’s second-longest public hearing, following the original citywide rezoning hearing in 2024. This week, City Clerks informed councillors that more than 300 people have already signed up to speak, and I’m sure many more will choose to participate throughout the week.
My team and I have received hundreds of emails from neighbours, both for and against the current land use bylaw, and often with a mix of perspectives in between. While I was running to become the Ward 4 councillor, I knocked on thousands of doors and heard firsthand how neighbours wanted meaningful changes to fix what isn’t working, while still supporting smart density where it makes sense.
I want to be clear that I haven’t yet decided how I intend to vote once the public hearing is complete. I’ve already heard thoughtful, persuasive arguments from Ward 4 residents on all sides of the issue, and I intend to listen to all speakers before making a decision. I also want to emphasize that this will not be a one-time decision. I will continue work together with you on development improvements long after this hearing concludes.
Neighbours across Ward 4 know there is significant work ahead to address our roads and sidewalks, recreation facilities, and the broader infrastructure needs of our communities. We also need to ensure we have an adequate supply of housing at prices that are attainable for new neighbours. That’s why I will continue to work with my council colleagues to find balanced, effective solutions that help make our communities even better.

Starting this week there was be a planned shut down of Bearspaw South Feeder Main so that essential reinforcement work can take place on six segments of pipe. As a result there will be four weeks of restrictions on outdoor water use from March 9 onwards.

During the week, Cllr. Kelly and the Ward 4 team met with community associations, neighbours, civic partners, and senior leadership at the City of Calgary on a wide range of topics. Councillor Kelly began the week by meeting with stakeholders to discuss increasing transparency at the City. He also met with representatives from the Veterans’ Walkway project, Calgary Salutes, and Tourism Calgary. In addition, he met with the Calgary's Fire Chief to review emerging fire safety and medical response trends in Ward 4. Cllr. Kelly also participated in a site tour of waste and recycling operations in East Calgary on Friday.
Cllr. Kelly facilitated a site tour between City of Calgary staff and a developer in Highland Park who was exploring options to include a publicly accessible pathway as part of an upcoming project. Through the visit, he helped both planning teams reach a solution that will work well for neighbours and solve longstanding differences on the project.
Work led by Ward 4 Partnership Lead Rukhsaar Daya on reimagining zoning in Ward 4 continued this week with discussions in the North Haven community. Cllr. Kelly and Rukhsaar also met with the Calgary Inner‑City Builders’ Association to discuss missing middle housing in Ward 4. He additionally met with City staff to improve the proposed business‑friendly construction policy, which aims to better support businesses and customers during periods of infrastructure work.
Over the past week, the Ward 4 office received close to over 600 letters, emails, phone calls, and web form submissions regarding issues of concern to neighbours.
This week Cllr. Kelly spoke to QR770 on March 18, about the motion he made to increase funding for parks and playfields, which passed unanimously at the Infrastructure and Planning Committee. The motion he cosponsored with Cllr. Yule for a regional pathway system was also featured in the Chestermere Anchor.
Cllr. Kelly was quoted by Global News regarding the public hearing process starting on Monday. He also took questions from CBC regarding municipal political parties earlier this month for an article published this past week.

Council will begin public hearings on citywide rezoning starting at 9:30 a.m. on Monday, March 23. The only topic for the agenda will be a motion before council to restore previous land use bylaw zones in use in 2024, the previous land use map used in 2024, and changes to residential-contextual grade zoning.
With over 300 speakers registered to speak, the hearings are expected to take a significant portion of the week and depending on how many additional speakers sign up during the hearing, the potential to stretch into the week after.
Ward 4 neighbours will have the opportunity over the next several weeks to provide their input on the City of Calgary's 2027-2030 business plans and budgets. Until April 15, anyone interested in providing their feedback can do so online at through the City's engagement portal or at numerous pop up events.

Kids Easter Egg Hunt at the Triwood Community Association
