Hey, neighbour!
This past week Council took a break from the repeal of blanket rezoning public hearing for a pair of days to address delayed business. We received important year‑end reports from the Calgary Police Service and Fire Department, and debated a number of motions, including one of my own. I was pleased that my motion to see an annual report highlighting the municipal‑provincial fiscal gap received unanimous support from Council and that, going forward, Calgarians will have more transparency over how our tax dollars are spent covering provincial responsibilities.
Another budget‑related motion I was happy to support was the introduction of a zero‑based budgeting pilot program for three City business units. This budgeting form will ask those units to have each budget item evaluated from zero, building up a budget with careful analysis and justification. The goal, and my hope, is that this budgeting will help to find cost savings AND efficiencies. But to be clear, I need to see the results of this pilot program before advocating for expanding this budgeting to all business units at the City because I believe most efficiencies will be found between business units and I'm not convinced the program is designed to accomplish that very well. None-the-less I believe zero-based reviews are the prudent evidence‑based approach to budgeting that neighbours have been asking for.
I also want to wish all of my Ward 4 neighbours a happy Easter. I sincerely hope that everyone is able to gather in community in the spirit of the holiday.

With the completion of repair work on nine sections of the Bearspaw Feeder Main, water restrictions were lifted in Calgary on April 2, 2026.
Construction Road Closures:
🚧 Northbound on Edgemont Blvd between Edgemont Dr and Edgedale Dr NW on the southbound lanes from April 17, 2026 09:00 AM to April 18, 2026 07:00 PM.
🚧 Eastbound on John Laurie Boulevard at 53 Street NW on the left lane from April 7, 2026 09:00 AM to 02:00 PM.
Over the past week Cllr. Kelly has been attending council and committee meetings in person to hear from Calgarians on citywide rezoning, and from stakeholders and City leaders on regular council business. During the lunch break on Monday, Cllr. Kelly was able to attend a briefing on water security and risks for the City of Calgary. The Ward 4 team met with the Real Estate Advisory Committee on Thursday regarding issues related to housing.
Cllr. Kelly will be taking a short weekend break from council business to spend time with his family over the Easter holiday.
Over the past week Cllr. Kelly has been quoted by Global Calgary and LiveWire Calgary on citywide rezoning and the need for increased community engagement on development and planning.
He was also quoted by LiveWire Calgary on his vote for zero-based budgeting as a pilot program, and concerns over being asked to approve widespread use of the budgeting form before the results of the pilot were in. Cllr. Kelly weighed in on the province's tax hike impacting tax payers in articles from the CBC and Global Calgary.

Council will be returning on Tuesday, April 7 for an eighth day of public hearings on citywide rezoning. This will be the only council item for the week, as council is set to take an April recess to allow councillors to meet with community members.
Ward 4 neighbours will have the opportunity over the next several weeks to provide their input on the City of Calgary's 2027-2030 business plans and budgets. Until April 15, anyone interested in providing their feedback can do so online at through the City's engagement portal or at numerous pop up events.

North Haven Community Association Easter Egg Hunt
On April 5, North Haven Community Association members and guests can take part in an Easter egg hunt. Free Swimming and Ice Skating on Easter Sunday
The City of Calgary is offering free skating from 1 p.m. to 2:15 p.m. on April 5, at the Rose Kohn/Jimmie Condon Arena. Free family swimming is being offered from 1 p.m. to 4:30 p.m. at the Sir Winston Churchill, Glenmore, and Inglewood Aquatic Centres.
