Hey, neighbour!
After listening to thousands of Ward 4 neighbours during the public hearing and the election, I voted to repeal citywide rezoning. While most Ward 4 neighbours agreed there is a need for residential density in their neighbourhoods, they felt the previous blanket approach was not the right one.
However, I expressed to my colleagues that this must mark the beginning of a community-led conversation about how we build our city better. We need to ensure the neighbourhoods we love thrive well into the future while helping new neighbours find housing. We must also address the risks of inaction. Declining populations in Ward 4 will make it harder to fix infrastructure, keep taxes low, and keep our local schools open.
That is why I plan to introduce a motion to expedite additional Local Area Plans (LAPs). I have heard loud and clear from hundreds of residents: the lack of having a local area plan is causing real harm, and I intend to fix that as soon as possible.
I also want to recognize the Jewish community in Ward 4 this week. Thursday concluded a joyful Passover. This celebration reminds us of the enduring strength of faith, the importance of freedom, and the power of coming together to share stories across generations.

Over the past week Cllr. Kelly has been attending the final days of the public hearings on citywide rezoning. Over those hearings he heard from 411 speakers, and received over 3,000 submissions for review.
Cllr. Kelly attended the Calgary Economic Development Report to the Community on Wednesday and the Valour Canada General Sir Arthur Currie Dinner on Thursday where he brought greetings on behalf of City Council.
Over the past week Cllr. Kelly was quoted by LiveWire Calgary, CityNews about the conclusion of the public hearings on citywide rezoning, and his vote was part of a wrap up package from Global News. Cllr. Kelly's was quoted by CBC for his plan to bring forward a motion for more LAPs.
Cllr. Kelly spoke with The Sprawl about the provincial government's plans to give municipal reserve land to public charter schools and on growth applications in Calgary.

Councillors will be meeting on Tuesday, April 14 for Executive Committee. That meeting Cllr. Kelly is co-sponsoring a motion to create a long-term economic vision for the cultural sector in Calgary. They also will be discussing motions on advocating on behalf of Calgarians receiving AISH to the provincial government, amending the community standards bylaw for foxtail barley, and a motion to better support live entertainment venues in areas where redevelopment is occurring,
The Infrastructure and Planning Committee will be meeting on Wednesday, April 15, to discuss flood resiliency, growth applications in Wards 9 and 13, levels of service for Calgary's playgrounds, corporate capital prioritization, and receive a report of from administration on Calgary's infrastructure for the spring. The committee will also discuss a confidential proposed acquisition in Ward 3.
The Intergovernmental Affairs Committee will meet on Thursday, April 16, to discuss items of mutual interest between the City of Calgary and Alberta Municipalities, receive an update from the Federation of Canadian Municipalities, review terms of reference for inter-municipal work between Calgary and Rockyview County. A confidential item will also be discussed regarding federal funding opportunities for the City of Calgary.
Calgary Planning Commission will be meeting on Thursday, April 16. No items for Ward 4 are included in that agenda.
Ward 4 neighbours will have the opportunity over the next several weeks to provide their input on the City of Calgary's 2027-2030 business plans and budgets. Until April 15, anyone interested in providing their feedback can do so online at through the City's engagement portal or at numerous pop up events.

Green Calgary Workshop: Summer Household Sustainability
The Dalhousie Community Association will be hosting Green Calgary for a pair of workshops on worm composting for boosting garden health and living water-wise with rainwater harvesting for lawn and garden watering and other conservation habits. The free workshops run from 7 to 9 p.m. on April 16.
