Hey, neighbour!
This week was a milestone for me and for City Council as we passed the first six months since being elected, and what a six‑month journey it has been. As a council, we’ve addressed citywide rezoning, another major break in the Bearspaw Feeder Main, cut the city portion of taxes to a below‑inflation increase of 1.2%, and have begun the process to make your municipal government more transparent and responsive.
But what I am really proud of is the work that I have been able to do on behalf of the neighbours of Ward 4. This is the kind of work that doesn’t make the headlines and definitely doesn’t make the nightly news. But being able to help neighbours get their streetlights fixed, arrange for their sidewalks to be repaired, or ensure that they receive support when their sewer lines back up is the kind of work that my team and I have been quietly doing to ensure that my number‑one priority of infrastructure improvements is met.
I’ve also had the privilege of meeting with community associations across Ward 4, and of championing funding and partnerships for these organizations that will directly improve the lives of neighbours. On partnerships, I’ve had conversations and meetings with organizations like the National Music Centre, Platform Calgary, Friends of Confederation Creek, The Confluence, and many others that I believe will build a stronger city and provide direct benefits to the neighbours of Ward 4. Some of these conversations have already turned into real improvements, including the work I’ve done with Cllr. Pantazopolus to champion the creation of a new Calgary Public Library and YMCA facility in Ward 6.
I also want to share something I have learned over the past six months: there is still so much more work to be done on behalf of neighbours. The march towards a better city means solutions are stepping stones on that journey. A journey I am happy to be on with you.

The City of Calgary's Parks and Open Spaces will be reducing the mowing of turf in steep sections of Confederation Park that have been difficult and unsafe for City staff to maintain, alongside areas near sections of the creek not generally used by the public.
Regularly used areas of Confederation Park will remain maintained, and City staff will be creating clean transitions between manicured turf to tall grass to make the park inviting to visitors.

This week, the Ward 4 team held meetings with the Veterans’ Parkway project as part of Cllr. Kelly’s role as the council-appointed chair of Calgary Salutes. Cllr. Kelly also met with senior leadership at CMLC on transit-oriented communities in Dalhousie and attended two small-group engagement sessions with Dalhousie residents on the same topic. Cllr. Kelly attended the Sport Calgary Annual General Meeting to foster greater partnerships in sports and recreation for Ward 4 neighbours. He also attended the Non-profit Chamber 2026 Connections Conference, where the City of Calgary and the chamber signed a memorandum of understanding to support Calgary’s essential non-profits.
Cllr. Kelly was quoted by CTV News Calgary, Global News, and LiveWire Calgary about the Housing Accelerator Fund, expressing optimism about continued federal funding and urging council to work on a replacement zoning plan. He was mentioned by LiveWire Calgary as working on a motion to fund the Local Area Plan process that Mayor Farkas is supporting.
Cllr. Kelly was also quoted by CityNews Calgary and LiveWire Calgary regarding emergency preparedness, highlighting recurring hailstorms, water-main infrastructure concerns, cybersecurity risks, and wildfire risks.

On Tuesday, April 28, the Regular Meeting of Council has a full agenda. Council will receive annual reports from Emergency Management and Community Safety, the Calgary Police Service, the Calgary Fire Department, and the Calgary Airport Authority. Councillors will also receive reports on the historical background of flood resilience in Calgary and will debate a proposed bylaw to align development regulations with updated provincial flood mapping and hazard assessments from the Government of Alberta.
Council will consider funding for parks and playgrounds and proposals to cancel property taxes for designated historical resource properties. An infrastructure insight report for the spring will highlight major projects, including the North Calgary Water Servicing Main, Fish Creek Wastewater Treatment Plant upgrades, and South Bow River Pathway and Pumphouse Park improvements. Council will also discuss a confidential land acquisition in Ward 3, growth applications in Wards 9 and 13, and a series of notices of motion and bylaw proposals related to water efficiency planning, waste and recycling rate structures, advocacy for Calgarians receiving AISH, amendments to the Foxtail Barley bylaw, certainty for music and performance arts venues near new developments, and a long‑term strategy for arts, music, culture, and the creative economy.
On Thursday, April 30, the Calgary Planning Commission will meet to review land use and development permit applications in Wards 5, 8, 9, and 13. No items affecting Ward 4 are on the Planning Commission agenda at this time.

Mayor's Youth Council Volunteer Fair
Youth Central will be hosting a volunteer fair for youth at the Calgary Municipal Building on April 25, 2026 from 2 p.m. to 5 p.m. Youth will get help with resumes and interviews and have the chance to explore volunteer opportunities. Open to youth aged 12 through 18.
