Hey, neighbour! This week was a milestone in my advocacy for Ward 4 because it allowed me to connect work that I have been doing for a decade on behalf of Winston Heights-Mountview neighbours and the City's efforts to increase affordable housing. On Thursday, I turned the sod on Calgary Housing's new 176 mixed income project at the former site of Midfield Park. This project will provide a variety of home sizes for neighbours, with rents ranging from below market rates to deeply below market rates based on need. For a decade I advocated to see affordable housing at Midfield. I door knocked every mobile home there, selling community association memberships and invited those neighbours to community events. And now that I am the Ward 4 councillor, I can't wait to visit all of the new neighbours when construction is complete and welcome them personally to their new neighbourhood. This week I also cast my vote in favour of the City's new water efficiency bylaw. I’ve heard Calgarians loud and clear: they want responsible use of their rivers and water resources, and they want to stop the unacceptable 22% leak rate that means water goes to waste. I’ve also heard the fears from neighbours that the City will shut off their water supply for doing regular everyday things like watering their lawn. Through thoughtful questions to administration, I confirmed this new bylaw helps to fix that water loss through funding to identify leaks in our mains and also protects Calgarians from unnecessary bylaw enforcement by codifying an education first approach to water management. These are the changes coming to help conserve water while protecting your rights:
These are smart, sensible changes that ensure the vast majority of Ward 4 neighbours will be able to continue doing what they already do without having to put in place water restrictions during the summer. And to me, that means protecting the basics: conservation and infrastructure repair at the same time that will mean we will have water today and water into the future.

On Sunday, Cllr. Kelly and the team had a table at the Triwood Spring Market where they answered questions of neighbours. The Councillor also counted ballots for the Brisbois Bees Art Box content (congratulations to the winners) at the event. The Ward 4 team, including Cllr. Kelly, met with Community Planning on Monday to address neighbour concerns about several development permit applications. Cllr. Kelly attended a lunchtime session on supporting Civic Partners and held a meeting with the Calgary Police Service on increasing community safety in Ward 4, specifically focusing on encampments. He attended the Travel Safe video presentation hosted by the City of Calgary and Calgary Police, where some Ward 4 students were named as winners.
On Tuesday, Cllr. Kelly attended the memorial service held during the National Day of Mourning to recognize City of Calgary employees who lost their lives due to workplace injuries or occupational diseases. Cllr. Kelly met with the Calgary Police Service district 3 and 7 inspectors and the north area superintendent on Wednesday to discuss how they can work together for Ward 4 neighbours. On Wednesday evening, the Ward 4 team held the inaugural Ward 4 Leadership Forum, which connected community associations, Beddington Arts Centre, the Greenview Industrial Business Improvement Area, and CPS community resource officers in a frank discussion about priorities for Ward 4.
On Thursday, Cllr. Kelly spoke at the press conference for the Calgary Housing Company’s Midfield Heights development. He also attended the announcement of Alberta’s Music Action Plan. In the evening, he attended Alberta Ballet’s Notre Dame de Paris in support of Calgary’s arts community. On Friday, Cllr. Kelly took a site tour of the Mobility business unit and received more information on next steps to support road and pothole repairs this spring. On Friday evening Cllr. Kelly plans to attend the Thorncliffe-Greenview Community Association volunteer appreciation dinner and a Storybook Theatre fundraiser in Beddington Heights.
Over the weekend, Cllr. Kelly will be co-hosting a Jane’s Walk on development in Brentwood. He will also be throwing the inaugural first pitch for the CSM 55+ slow‑pitch league. On Sunday, Cllr. Kelly will be visiting HMCS Tecumseh as part of his work as Chair of Calgary Salutes.
Cllr. Kelly was quoted by Global News and CTV News regarding the mutual agreement between Calgary City Council and CAO David Duckworth to leave the CAO position by the end of the year.

On Tuesday, May 5, Executive Committee will be meeting to discuss Cllr. Kelly's motion to begin work on three additional Local Area Plans. Cllr. Kelly will be presenting in support of Dalhousie Community Association's application to the Council Community Fund to build a new community hub. The committee will also hear motions co-sponsored by Cllr. Kelly relating to Charitable Partner Programs for Community Associations and exploring a downtown police station. In addition the committee will discuss motions on establishing a fire services committee, strengthening support for community based organizations, a motion to revisit already created LAPs, two motions to rescind Calgary's climate emergency declaration, procedural changes for question period questions, procedural changes for wording for the public signing up to public hearings, and having Council Services purchase bottled water for councillors during meetings.
On Wednesday, May 6, Community Development Committee will be meeting to discuss the Safer Together plan for Calgary, and receive an update on the City's housing strategy. Members will also receive a briefing on the Hillhurst Sunnyside Community Amenity Fund.
On Thursday, May 7, the Infrastructure and Planning Committee will be receving an annual report regarding the City's Route Ahead strategy. It will be receiving the results of the Free Fare Zone Review, and examining the West View Growth Application and Belvedere Growth Application. Committee members will also receive the City's 10-year infrastructure priorities.

Dalhousie Parade of Garage Sales
