Hey, neighbour! After a busy Stampede myself and the Ward 4 team are back to work at City Hall. This week has been a rush to catch up on all of the emails and phone calls that we received during the Stampede, and to attend the many committee meetings that were held. As I have been saying to neighbours for the past month, events like Canada Day and the Stampede are where I get the opportunity to hear from neighbours directly, and the weeks following are where I get to work to ensure those issues are addressed with City administration or in council chambers. One of the topics that I have heard loud and clear is the concern over the upcoming public hearings on July 21. Many neighbours were thrown off by a letter they received about land use changes in their community. It came as a shock to many that Calgary City Council would be holding a hearing with little notice, and I agree completely with neighbours that more could and should have been done to make what is about to happen clear! When my council colleagues and I voted for repeal earlier this year, we knew that the timeline to replace the existing land use zoning with the previous 2024 zoning would create incongruities between what development permits had been applied for and approved, and what the land use would be for those properties. I also knew that the Subdivision and Appeal Board hearings could potentially create a loophole to avoid having property zoning returned to the 2024 use, and it was important for me to see that loophole closed. The July 21 hearing is the first of two that Calgary City Council will hold to address these issues. Effectively on Tuesday, we will be reverting R-CG land use from a small number of parcels that were allowed to keep that status in error. Additionally parcels that had their development permits denied by the SDAB will also be removed from being allowed to keep their R-CG zoning. What I believe has caused the most confusion is the land use change for the properties that are being asked to keep their R-CG status. The purpose of this is to exempt properties that have an approved development permit or had a development permit application submitted before the first reading of the repeal bylaw. But I want to be clear, their land use zoning will be reverted if their application is unsuccessful or those permits are successfully appealed at the SDAB. Land use changes for those will come later in Q4 once the SDAB hearings are complete. Applicants who are unsuccessful in receiving a permit will not be allowed to apply again under the pre-repeal R-CG rules. As your Ward 4 councillor, I want to ensure that this process is fair and that the repeal that was passed by Calgary City Council is enacted. I also want to ensure we are also upholding the rights of the community in a way that doesn’t put the City in legal jeopardy from lawsuits brought by property owners who have had their land use changed without a fair hearing at the SDAB on their development permit. I am opposed to unintentionally adding more loopholes that can be exploited and making this process even more uncertain for communities and neighbours through on the floor motions. This is why I intend to follow the process that we agreed upon when council passed the citywide rezoning repeal bylaw earlier this year. - Councillor DJ Kelly |

On Monday, Cllr. Kelly attended the Community Development Committee meeting. During the lunch hour he attended a lunch and learn with City administration on assessments and taxation to ask questions on these topics of admin. On Tuesday, Cllr. Kelly attended Executive Committee. The Ward 4 team attended a meeting with advocates for transit access for North Calgary. On Wednesday, Cllr. Kelly and the Ward 4 team attended the opening of the Asian Highlands at the Wilder Institute/Calgary Zoo to offer congratulations as Deputy Mayor. Cllr. Kelly had a meeting regarding a potential Calgary Transit issue near the Thorncliffe-Greenview Community Association. On Thursday and Friday, Cllr. Kelly met with other members of Calgary City Council to discuss upcoming issues coming before committees and council to advocate on behalf of Ward 4 neighbours. |

On July 20, the Arts Commons Advisory Committee will be meeting to discuss updates to the Werklund Centre transformation including a new bylaw to bring the committee into compliance with changes to the province's Municipal Governance Act requiring all municipal committees to be created via bylaw. On July 21, Calgary City Council will be holding a Public Hearing Meeting of Council regarding land use changes in wards 7, 8, 9, 12 and 13 and a change to the Saddle Ridge Area Structure Plan. In follow up to the repeal of blanket rezoning, council will also be hearing from the members of the public on exemptions and parcel removal from exemptions, amendments to reduce the maximum density in R-CG districts, and amendments on secondary suites and backyard suites. Given the interest in the public hearings, they are expected to take up to three days to hear from all members of the public. On July 24, the Chief Administrative Officer Recruitment and Appointment Sub-Committee will be meeting to discuss the search for Calgary's next CAO. |

🏍️ Greenview BIA Tango 2 Echo Festival Take in Calgary's most wonderfully weird weekend at the Greenview Business Improvement Area's annual Tango 2 Echo festival. Custom car culture, live music, public art, food, and more stretches over two blocks in the BIA from 35 Ave to 37 Ave. The motorcycle show and shine runs from 6 p.m. to 11 p.m. on Aug. 1, and the Day Fest of Rides and Rods runs from Aug. 2 from 10 a.m. to 4 p.m. Admission is free. |
