Hey, neighbour!
Council returns next week, and I’m excited to get back to work with my council colleagues to make Ward 4 even better. Kicking off the return to council chambers on Tuesday is the Community Development Committee with a focus on safety for pedestrians and drivers in Calgary. The timing couldn’t be better. Students are returning to classes, and pedestrian safety has been a top priority for your neighbours, especially for parents who have children walking to school.
The good news is that the reports that have been delivered to council ahead of that meeting show the improvements Council are making on behalf of neighbours are having a tangible impact on improving safety. The decision to reduce the default road speed from 50 km/h to 40 km/h has led to a record of zero fatalities on neighbourhood streets that had that change since the change was made, down from an average of one per year prior to the change.
Corridor safety improvements have also led to a 35 per cent reduction in overall collisions. In-street crosswalk signs and curb extensions at schools have led to a 44 per cent reduction in collisions at and near school crossings. Yielding compliance at crosswalks by drivers is even further enhanced by rapid flashing beacons, increasing to between 95 and 100 per cent from just 75 per cent before these safety improvements were added. This is why I am proud to say that the work myself and my team are doing on your behalf is working. Of the top 50 highest-risk locations for pedestrians in Calgary, Ward 4 has only two of those locations, and work is already underway to address those risks at both intersections with the addition of a rapid flashing beacon at 14 Street NW and Cromwell Avenue and a review of Centre Street and Laycock Drive NW as part of the Bus Rapid Transit improvements in the area.
On the same topic, later this month I plan on introducing a notice of motion for "leading pedestrian interval" timing to even further reduce the risk to pedestrians and drivers in Ward 4 and across the city. It is my belief that together we can make Ward 4 even better, and that work begins with making sure communities from Edgemont to Beddington Heights and from North Haven to Winston Heights are as safe as possible.

Over 425 projects are underway and planned for Ward 4 communities, including 362 sidewalk and curb fixes, 41 streets repaved, and 6 new pedestrian crossings. This week Cllr. Kelly and the Ward 4 team concluded their vacations, and returned to work on urgent issues faced by Ward 4 neighbours.
On Thursday morning, Cllr. Kelly met with a neighbour regarding ongoing development related causing issues to their home. Cllr. Kelly met with four different City business units to finalize agreements related to the Veterans Walkway project as Chair of Calgary Salutes. Cllr. Kelly then met with the City Solicitor related to questions put forward by community association members about protests in Ward 4 among other issues.
On Saturday, Cllr. Kelly is planning on attending a walk of Nose Creek hosted by Ward 3 Cllr. Andrew Yule.

The Community Development Committee will be meeting on Tuesday, Sept. 1, to discuss the use of AI to enhance pedestrian safety, Calgary's Safer Mobility Plan and Vision Zero roadmap, Calgary's housing strategy, and fireworks enforcement and celebrations. Committee members will receive a briefing on City administration's response to a notice of motion to make shoplifting under $100 a bylaw offence, and receive the 2024-26 climate progress report.
The Chief Administrative Officer Recruitment and Appointment Sub-committeewill be meeting on Friday, Sept. 4 to continue work on that recruitment process.
