Hey, neighbour!
Apologies in the delay for sending this newsletter which should have been in your inbox Friday evening. It was a very busy week and weekend!
Last week my team and I went back through everything the Ward 4 office has taken on since November, and what stands out for me is not the size of that work, but where it began. A big item, the repeal of citywide rezoning, took up more of this Council's meeting time this first year than anything else we have done, but so many other issues were brought to our attention that never made the headline news.
The Dalhousie Community Association was given $300,000 from the Council Community Fund for its shovel-ready community hub and food forest, and I was thrilled the day Council funded it. North Haven received funding for its 60th anniversary, Beddington Heights had funding support for its Winter Carnival, and the Rosemont Community Association, after asking for help for years, finally has City funding for the portable toilet it needs to address the issues at its community hall from visitors to Confederation Park. Those are small wins next to the size of the City budget, but every one of them came from volunteers who knew exactly what their community needed and makes an impact on improving Ward 4 as a whole.
Some of it is quieter still, coming from neighbours directly. An issue with chronic dumping in Edgemont has been cleared up, and that community also received on-leash signage to address local concerns over off-leash dogs. The poplar trees in North Haven that were marked for removal are still standing. Parks and Open Spaces committed to repainting the Dalhousie community courts, and Queen's Park Cemetery is getting infrastructure upgrades. We also were able to have the flag of our nation and the flags of Canada's provinces replaced in time for Canada Day, because neighbours wanted to feel as much pride in our nation as they did in their ward. We even addressed issues with short term rentals, working with administration to shut down ghost hotels in north central Calgary that were resulting in social disorder and affecting the quality of life for neighbours.
This reflection came about this week because of the work that my Ward 4 Partnership Lead Rukhsaar Daya has been undertaking to organize the latest Ward 4 Leadership Forum with community association leaders. That forum was something I committed to holding after I was elected as a way to increase collaboration on the issues that matter to Ward 4 neighbours. Now, almost a year in from that election, the forum has become a way for neighbours have a clear line of sight between the issues that affect their communities right into council chambers.
I also wanted to announce that I will be hosting a Ward 4 open house and town hall on the upcoming four-year budget and service cycle this October. That event is scheduled to happen on October 16 from 7 p.m. to 9 p.m. at the Triwood Community Centre, and RSVPs for that event will open next week on djkelly.ca. I look forward to seeing each and every one of you at this event, as it is my belief that getting the budget priorities right for Ward 4 and for Calgary as a whole will require your input and support.

💬 Ward 4 neighbours are being asked by the City of Calgary for their feedback on 19 St NW and 20 Ave N mobility improvements. Feedback provided can influence decisions on crossing locations, landscaping and tree mitigation, parking management, design refinements, and access considerations. On Monday, Cllr. Kelly attended the smudge and blessing for the annual Indigenous Focus Regular Meeting of Council, followed by that council meeting.
On Tuesday, Cllr. Kelly attended the scheduled Public Hearing Meeting of Council.
On Wednesday, Cllr. Kelly met with City administration on the topics of the Citywide Growth Strategy, labour relations between City administration and City employees, and the four-year budget. In the evening Cllr. Kelly attended the debut screening of Mayor Farkas' film documenting his "Big Run" in support of Big Brothers Big Sisters of Calgary and Area.
On Thursday, Cllr. Kelly met with CMLC leadership to discuss one option before council to manage parking at the soon-to-be-proposed Dalhousie Transit Oriented Development. During the lunch hour, the Ward 4 team attended a lunch and learn on the City of Calgary's procedure bylaw for notices of motion. Cllr. Kelly and the Ward 4 team met with the Anti-Racism Advisory Committee in the afternoon to discuss committee work and issues in Ward 4. In the evening, Cllr. Kelly and team hosted the Ward 4 Leadership Forum at City Hall.
On Friday, as a council appointed board member, Cllr. Kelly attended the CMLC Board of Directors retreat to discuss strategic planning for that organization. In the afternoon Ward 4 attended a meeting with Calgary Salutes Coordinating Committee. In the evening, Cllr. Kelly spoke on a panel about federalism.
On Saturday, Cllr. Kelly visited the Calgary Food Bank's City-wide Food Drive drop off location in Thorncliffe to thank the volunteers. Following that he attended the 60th anniversary party for the North Haven Community Association where neighbours could pay a dollar a ball to dunk him in the dunk tank!
On Sunday, Cllr. Kelly had a great time at Triwood Community Association's 65th anniversary party.

On Tuesday, Sept. 22, Calgary City Council will be meeting for a Regular Meeting of Council to discuss Cllr. Kelly's notice of motion to make intersections safer for pedestrians through advanced walk light timing. Other notices of motion include changes to fireworks enforcement within the city, establishing a Fire Services Committee, establishing a bylaw for the Mall Programming Fund Management Committee for Stephen Avenue Mall, a notice of motion to disallow remote participation in council meetings, and a funding strategy for Transit Oriented Development through community revitalization levies.
The meeting will also approve reports on AI enhanced pedestrian safety, the Vision Zero roadmap for pedestrian and traffic safety, Home is Here refresh, Federation of Canadian Municipalities update, Alberta Municipalities update, 2027 provincial government budget recommendations, advocacy at the Greater Calgary Regional Table, regional wastewater servicing for Renfew Educational Services, reviewing bonus density options for affordable housing, establishing an intermunicipal regional pathway, concrete quality level of service, urban forestry level of service for tree lifecycles, a proposed expropriation of lands next to Shepard Industrial in Ward 12, an update on U.S. Tarrifs and the City of Calgary's supply chain, an update on the Green Line, and reports from Audit Committee.
